Paradigm for Public Participation and Innovativeness in conducting public affairs

Abstract

The paper is focused on the importance of a public participation process as a factor creating innovations within the public sector. According to the presented paradigm (by J.E. Innes and D.E. Booher), public participation is strictly connected with the diffusion of knowledge, including community / citizen knowledge. Based on self-organized nets, this new collabora-tive and deliberative model of relations within the public sector, allows the inclusion of a whole range of participants (stakeholders) and views. It is essential to improve a capacity of change in the public sector. That capacity is very important for generating public innovation and efficiency. The specificity of a public organization determines particular ways of inter- and inside-organizational relations, especially because of the open membership and stake-holders’ factors. From this point of view, public participation is the crucial process, permitting us to take advantage of the community/public knowledge. Public participation helps to enhance public management in an innovative way (for example to generate administrative, service, and organizational novelties, and then to change the way, public organizations work and delivers services, etc.).
