PECULIARITIES OF FORMATION OF THE FINANCIAL AND ECONOMIC SECTOR OF LOCAL AUTHORITIES IN UKRAINE

Abstract
Public administration and local self-governance are fundamental to the functioning of democratic countries. At present, the situation concerning the implementation of specific proposals for improving the system of public administration in local self-government bodies of Ukraine, which would be close to citizens – consumers of administrative services, is especially problematic. Worth mentioning, that local governments should have at own disposal financial economic resources, sufficient for organization of territory management, and also should be endowed with independence in tax administration and others mandatory payments, that coming to the appropriate budget. But unfortunately, rigid financial dependence of regions from center it stored in Ukraine, acute shortage of local budgets own revenues, opacity of redistribution of financial resources between center and regions deprives financial independence the local self-government bodies and puts local economy in dependence from the higher spheres of state authorities. In the article is considered peculiarities of formation and functioning financial and economic sphere of local self-government bodies in Ukraine in the context of realization of macroeconomic indicators of regions. Grounded scientific and theoretical nature of local government and noted that significant role is assigned to local budgets for the development of regions, as they are a source of funding the institutions of education, culture, health care, mass media, housing and communal services, various youth programs, expenses on the ordering of settlements, that’s why the local budgets have a special place in the budget system of our state as the main financial and economic base of local self-government bodies. The exploration of features of the financial and economic sphere of local budgets, which consists in using the potential of local self-government, which independently determine the minimum amount of financial resources.
