PECULIARITIES OF THE IMPLEMENTATION OF THE CONTROL SUB-MECHANISM ON THE BASIS OF THE TECHNOLOGY OF PROVIDING INTERNATIONAL TECHNICAL ASSISTANCE

Abstract
Introduction. The urgent problem in determining the peculiarities of the construction and operation of the control submechanism of MMESSIHE for the improvement and systematization of legislative and regulatory support and monitoring of energy conservation are presented in the article. Methods. The dialectical method of knowing the effect of economic laws, a systematic approach to the study of economic phenomena, as well as a monographic, abstract and logical, graphical and abstract methods are used to achieve this goal. The theoretical and practical developments of scientists, legal and regulatory support for this problem are the methodological basis of the research. Results. The control sub-mechanism of the mechanism of energy saving management on the basis of the technology of international technical assistance development is investigated, structured for five blocks. The visualization of their functioning and the study of the interaction of subjects and objects that allowed to establish the role of individual subjects of energy saving, especially the adoption, approval, regulation and implementation of management. decisions. Discussion. Further research will require the application of tax incentives for international technical assistance projects that can be extended to other financial and economic instruments (mechanisms) for promoting energy saving, since their application requires informing the State fiscal service of Ukraine, which confirms the necessity of transferring the monitoring function of their provision and creating a register of recipients of State Energy Efficiency.
