PERIODIZATION OF THE FORMATION OF THE SYSTEM OF WORK WITH ORPHANS AND CHILDREN DEPRIVED OF PARENTAL CARE IN THE USA: STATE POLICY AND REFORMS

Abstract
The article examines the process of formation and development of the system of work with orphans in the USA during XX-beginning of XXI century. It can be divided conventionally for three main periods: the first period (1900-1929), the second period (1930-1961), the third period (1961-2012). In the base of this division determined historical, political, social, economic and humanistic changes in the USA and the consequences of scientific and pedagogical researches. In each of these periods observed the facts of the influence of separate events, phenomena, persons and groups to national politics in general, including protection of orphans. American society is quite peculiar, people carried out a unique historical experiment, creating new powerful country practically from nothing. Throughout centuries in orphanages, there were the children who were without parents or children whose parents could not take care of them. There were few alternatives for maintenance for orphans.
