PILOT JUDGMENTS OF THE EUR OPEAN COURT OF HUMAN RIGH TS AS A MEANS OF INFLUENCE ON STRUCTURAL PROBLEMS OF THE UKRAINIAN LEGAL SYSTEM

Abstract
The authors reviewed four pilot judgments of the European Court of Human Rights, which are connected with the most massive violations of human rights in Ukraine, and analyzed the problems of their application in practice. The existence of structural problems of the Ukrainian legal system is proved. The problems are related to the gaps in legislation, the work of law enforcement agencies and the crisis of personnel in the public authorities. The ways of solving these problems are represented.
