ПОЛІТИКА ЗАБЕЗПЕЧЕННЯ ПРОДОВОЛЬЧОЇ БЕЗПЕКИ В НОВЕЛАХ ЗАКОНОДАВСТВА ДЕЯКИХ КРАЇН СВІТУ

Abstract

The author examines recently approved recent legislation on food security and its components in some foreign countries, in particular: Belarus, Azerbaijan, Kazakhstan. The favorable directions of the state policy concerning stable food security in these countries are highlighted. It is noted that the components of food security are the proper functioning of the mechanism of stable supply of food products to end-users and providing the processing industry with custom-made raw materials. It is grounded that the provision of food security is an important factor characterizing the economic development of any country in the world. The basic tasks of ensuring national food security are determined. The concept of food security as a state of the economy is described, in which, irrespective of the influence of world market conditions and other external factors, the population is guaranteed access to food in the amount necessary for active and healthy life, creation of socio-economic preconditions for maintaining consumption of food products on rational level. Today, there is a general tendency to intensify the efforts of the policy-makers of the states in the post-Soviet space (Belarus, Azerbaijan, Kazakhstan) in the direction of strengthening the legal security of food security. It is noted that the food security of any state can be ensured through the consistent implementation of a set of interrelated and coordinated measures of an organizational, socio-economic and administrative nature defined in the framework of regulations, taking into account best practices of international experience. It is concluded that ensuring food independence is a necessary condition for achieving food security of the country.
