ПОНЯТТЯ ПУБЛІЧНОЇ БЕЗПЕКИ І ПОРЯДКУ ЯК ОБ’ЄКТА ВЗАЄМОДІЇ ТЕРИТОРІАЛЬНИХ ПІДРОЗДІЛІВ НАЦІОНАЛЬНОЇ ПОЛІЦІЇ З ОРГАНАМИ МІСЦЕВОГО САМОВРЯДУВАННЯ

Abstract
The article examines the emergence in the legislative circulation of the new term “public security and order”, its actual concept as an object of interaction of territorial units of the National Police with local self-government bodies, problematic issues of application in normative legal acts along with the notions of “public safety” and “public order”. The investigated legal conflict has generated rush reforms of the law-enforcement system, as a result, in the normative legal acts of Ukraine at the same time began to use the indicated terms, and sometimes and the identification, which led to a legal collapse, in particular, the application of the term terminology in the regulatory legal acts on the interaction of the territorial units of the National police with local self-government bodies in the field of ensuring public safety and order. In order to resolve this legislative conflict, an author’s definition of the concept of “public security and order” was proposed, and the necessity of amending the legislation on the consolidation of this legal category in normative legal acts of Ukraine was substantiated.
