Positive and negative consequences transformational transformations in the countries of central and eastern Europe (end of XX - beginning of XXI century)

Abstract
The main approaches to the classification of parliaments and their function as organs of popular representation are analyses. It was stressed that in most modern European democracies are the key factors representative political parties. Substantiated direct interdependence and mutual influence of political parties and parliament, who performed a very important function in the post-communist politics, becoming an arena in which the creation of new political parties. It is shown that at the same time fast and somewhat uncontrolled process of party building, the fragmentation of parties and party systems have negative consequences, which does not allow even talk about the completion of transformational changes in CEE.
