POSTAL AND TELEGRAPH OFFICIALS IN THE REVOLUTION OF 1917

Abstract

In the article is discussed the role of postal and telegraph officials of Ukraine in the revolutionary events of 1917 – at the beginning of 1918. It is reseachered the activity of post and telegraph offices during the Provisional Government, the Central Council and the Soviet power. It is accented that the information blockade, with which the royal administration tried to isolate Petrograd, was broken by signalmans. It is shown activities of the Provisional Government in postal and telegraph work, it is pointed on staffing problems in post offices and attempts to solve them. Special attention is paid to the Central Council activities for reforming Ukrainian post by European models, the work of the General Secretariat of Posts and Telegraphs, UNR’s Ministry of Post and Telegraph. It is accented on measures to improve working of postal institutions, switch-over to Ukrainianization, the role of postal and telegraph officials in the Soviet Russia war with the Ukrainian National Republic. It is noted on the release of the first Ukrainian stamps with state symbols. It is uncovered the activity of the State Telegraph Agency. It is marked the creation by the Soviet government the UkSSR People’s Secretariat of Post and Telegraphs. It is proved that in Ukraine at the end of 1917 – at the beginning of 1918 were two parallel postal and telegraphic structures – by the Ukrainian People’s Republic and by the Soviet government. Frequent changes in government have made a mess of the institution of communication that accompanied by dismissals of officials, slowdown agencies and other negative phenomena.
