POSTBUREAUROCRATIC MODEL OF PUBLIC MANAGEMENT AND ADMINISTRATION: EXPERIENCE OF MINNESOTA

Abstract
The article analyzes the practical experience of updating Minnesota’s management system on postbureaucratic principles at the end of the twentieth century. The historical prerequisites of the state administration’s inclination towards efficiency and economic feasibility are identified. The strategy of reorganization is explored and its key hypotheses are identified. A fundamental idea of reform was the introduction of market dynamics, which envisaged strengthening internal bilateral communication, fundamentals review, competitive character of activities, and overcoming legislative distrust. The renewal of personnel management systems, information and procurement is explored.
