Power, Dialogue and Peace

Abstract
In order to achieve peace and prevent violence as their longtime dream, human beings have tested various ways so far, including the strengthening of individual conscience, legislation, establishment of law enforcement institutions and establishments of international and civil institutions. However, consideration of such cases is essential and can help reduce violence, but in practice it has never been able to build lasting peace and prevent violations of rights of individual beings. Meanwhile, one of the ways that can significantly contribute to reducing violence -and is considered more by scientific circles because of the global atmosphere spread and interaction between people and nations- is “dialogue ". What will be discussed in this article is the relationship between power - as a general and widespread matter that includes all individual and … areas and levels- and dialogue, and that how this process can help build peace. In this regard the views of different scholars about the importance and impacts of dialogue will be analyzed and finally, a model for power based on consensus and dialogue - that could create lasting peace both domestically and globally - will be presented. انسانها به منظور دستیابی به صلح و جلوگیری از خشونت به عنوان آرزوی دیرین خود، تاکنون شیوههای مختلفی را آزمودهاند که از جمله میتوان به تقویت وجدان فردی، قانونگذاری، تأسیس نهادهای مجری قانون، تأسیس نهادهای مدنی و بینالمللی اشاره نمود. گرچه توجه به چنین مواردی از اهمیت اساسی برخوردار است و میتواند به کاهش خشونت کمک نماید، اما تاکنون در عرصه عمل هرگز نتوانست به ایجاد صلح پایدار و جلوگیری از تضییع حقوق افراد بشر بیانجامد. در این میان، یکی از شیوههایی که میتواند به طور قابل توجهای به کاهش خشونتها کمک نماید و امروزه تحت تأثیر گسترش فضای جهانی و تعامل میان افراد و ملتها نیز بیشتر از سوی محافل علمی مورد توجه قرار گرفته است، «گفتگو» میباشد. گفتگو و یا عقلانیت بینالاذهانی با تأکید بر هم زبانی در مقابل عقلانیت ابزاری، زمینههای صلح، تفاهم و قدرت مبتنی بر توافق و اجماع را در مقابل قدرت مبتنی بر سلطه و خشونت فراهم میسازد. آنچه در این مقاله به بررسی آن خواهیم پرداخت، رابطه میان قدرت به عنوان یک امر کلی و دارای شمولیت (که همه حوزه و سطوح فردی و جمعی را در بر میگیرد) با گفتگوست و اینکه چگونه این فرآیند میتواند به ایجاد صلح کمک نماید. در این باره دیدگاه اندیشمندان مختلف را در رابطه با اهمیت و آثار گفتگو مورد تحلیل قرار داده و در نهایت مدلی از قدرت مبتنی بر اجماع و گفتگو را که میتواند به صلح پایدار (چه در عرصه داخلی و چه جهانی) بیانجامد ارائه خواهیم نمود.
