Preambles of the Cities’ Territorial Communities Charters.

Abstract
The article argues that the preamble in the territorial communities of the cities’ charters is based on the need for an indication of the purpose of legal regulation and historical, cultural, other features of the city. The author reveals the meaning of the preamble and formulates the requirements for their content as part of the territorial communities’ charters that are not normative.
