Preconditions of the financial law for the arising, alteration and termination of civil obligations

Abstract
The article deals with the problem of the preconditions for the arising, alteration and termination of civil obligations related to the use of budget money. Such prerequisites are established by the financial legislation. In particular, they are established by the provisions of the Budget Code of Ukraine. The author justifies that in these provisions of the Budget Code both the rules of financial law and the norms of civil law are formulated simultaneously.
