PROBLEMS OF AGRICULTURAL WASTE MANAGEMENT (RETROSPECTIVE ASPECTS)

Abstract
Purpose. The article provides a retrospective aspect of the problem of agricultural waste management. The problem of waste in Ukraine is particularly large and significant as a result of the domination of resource-intensive technologies in the national economy and due to the lack of adequate response to its challenges for a long time. Methodology of research. The following approaches and methods were used in the research: systems approach; dialectical; unity and struggle of contradictions; theoretical generalization and comparison; causal-investigatory method - to substantiation of the necessity of forming in Ukraine a system of waste management of agro-industrial production and rational use of agricultural waste. Findings. It is determined that the rational use of agricultural waste helps to increase raw material resources and reduce the cost of production. It is substantiated the necessity of formation in Ukraine a system of agricultural waste management with the purpose of rational combination of efficiency of agricultural activity, population welfare and preservation of ecological balance. Originality. The article provides a retrospective analysis of the problem of agricultural waste management since the 20’s of the twentieth century on the basis of studying the experience of foreign countries, in particular the USA and the EU, which experience has shown that the use of agricultural waste is an inexhaustible source of raw materials. Practical value. From the practical point of view historical analysis of the problems of waste management of the agro-industrial complex allows us to trace the evolution of the behavior and the development of scientific concepts in this area. This will facilitate the development of appropriate measures for prevention the formation of waste in the agro-industrial complex, their collection, recycling and utilization.
