PROBLEMS OF ENTREPRENEURSHIP DEVELOPMENT IN THE REALITIES OF THE UKRAINIAN ECONOMY

Abstract
Based on the Doing Business rating, the conditions and ease of doing business in Ukraine were analysed. Simplification of business conditions has allowed increasing the number of registered economic entities, especially medium and small businesses. However, an increase in their number did not lead to a proportional increase in the volume of sales of products (services). The tendencies of business sector development are investigated: the number of all types of business entities decreased during 2010–2012 (by 27%). During 2013–2015, the number of enterprises continues to decline, and the number of individual entrepreneurs is steadily increasing. The main problems, which negatively influence the activity of economic entities, are highlighted. The analysis of the correlation between the number of registered economic entities, the number of employed workers and the volumes of sold products by groups of economic entities is carried out. Correlation analysis allowed revealing systemic problems concerning management of labour resources and other factors of production. The volume of sales is not directly related to the number of registered enterprises and entrepreneurs, but it has a feedback on the number of employed workers. The introduction of a controlling system for the purpose of increasing the efficiency of enterprises and enhancing the development of entrepreneurship in Ukraine is proposed. We believe that this will increase the stability of enterprises in the conditions of macroeconomic instability.
