PROBLEMS OF FORMATION OF EFFECTIVE COMMUNICATIONS OF CIVIL SERVANTS AND SOCIETY IN UKRAINE: SOCIO-PSYCHOLOGICAL ASPECT

Abstract
The article is devoted to the problems of modernization and transformation of the civil service in Ukraine. The article presents a theoretical study of communication as one of the leading management conditions, considered the modern approaches to the development of communications in the public administration. A dialogical model of communicative interaction is singled out, which most fully implements the desire of the state and citizens to build partnerships in solving public tasks. The necessity of transformation of communicative exchange in the information society is substantiated; the social and psychological component of formation of effective communications of civil servants with the public in the conditions of development of the information society is analyzed. The significance of communications in the professional activity of civil servants is disclosed, social and psychological peculiarities of the formation of communicative culture of civil servants are considered.
