PROBLEMS OF THE FORMATION AND DEVELOPMENT OF UKRAINIAN PARLIAMENTARISM

Abstract
The author explores the stages of formation and development the legislative branch of Ukraine. The author pays attention on the fact: The important preamble of transformational process in Ukraine is the way to European Union entrance. At the same time the author under – 1. The reform of Ukrainian parliamentarism should be based on the positive and negative experience of Western democracies. 2. The principles of European parliamentarism were formed in the era of bourgeois revolutions. We must review these principles in accordance with the peculiarities of a post-industrial society. These are the principles of “separation of powers” and “common good”. 3. The implementation of Western experience requires consideration of national customs, traditions, mentality of the Ukrainian people. The society should consider these principles when reforming the Ukrainian parliament. The author proves that regional state administrations have a negative influence on representative bodies, because regional state administrations are a rudiment of the Soviet Union public administration system. The author concludes that the legislative branch of government, Local Government and civil society institutions are related. These elements can form the basis for a new separation of powers system.
