BONUS ELECTORAL SYSTEMS: CHARACTERISTICS AND CLASSIFICATION

Abstract
The article is devoted to the bonus subclass of electoral systems. The author proposes a definition of a bonus electoral system, describes the core features of the electoral systems of this type and develops his own approach to their classification. bonus electoral system is defined as a subtype of the assured distribution of mandates system which guarantees obtaining of some additional mandates to a party (or a coalition) in accordance with the certain conditions. These additional (or bonus) man-dates are usually to be added to the mandates of the party with the best electoral result. The core features of bonus systems are described: the type of bonus (fixed bonus for the winner; fixed total bonus for the win-ners; non-fixed bonus; non-fixed bonus to gain absolute majority in the legislature); the source of the bonus mandates (reserved places; places subtracted from the results of other winning parties; places taken from the parties below the threshold); the rounds for adding bonuses and linkage between elections of different levels. The author proposes to distinguish these types of the bonus electoral systems: the system with fixed total bonus; the system with the fixed bonus for the winner; the system with the non-fixed remainder bonus; the system with the proportional bonus; the two-round system with the fixed bonus; the two-round system with the non-fixed bonus in the second round providing majority in legisla-ture to the winner; the system for the linked elections; the two-round system for the linked elections. Short cases on all these types are provided. The author comes to the conclusion: bonus electoral systems provide lawmakers with the real mechanisms which can help to avoid of confrontation between the majors and city councils. Since this issue is actual in modern Ukraine the author suggests that the perspectives of implementation of bonus mechanisms in the electoral system of Ukraine should be seriously considered.
