Professional development of civil servants as the basis for leadership in public service

Abstract
The article deals with the concept of personnel professional development, describes the importance of leadership skills in the public service. It presents basic competences that civil servant-leader must have, and also explores the influence of the civil servants professional development on the leadership development in public service.
