PROFESSIONAL MOTIVATION OF PEDAGOGES

Abstract

The development of higher education and scientific investigations in Ukraine should be the basis for competitiveness, innovative socio-economic development of the country, and strengthening its national security. Meanwhile, educational and scientific potential is going to be ruined and it’s dangerous for national security. The general status of scientific researches at higher education institutions of university level is connected with the status of science in the country and it is established by socio-economic and political situation. The article analyzes the state and main problems of teachers of higher educational institutions today. The main prob- lems of motivation of their activity within the framework of quality management of education are considered. The main factors that negatively influence the motivation of professional activity of teachers of higher education insti- tutions are the following: lack of necessary state funding, ineffective use and distribution of available funds, excessive pedagogical workload, outflow of talented young people, lack of real professional development and lack of English in the majority of teachers, formal requirements for quantitative indicators of scientific activity, etc. It was emphasized that the new qualification requirements for scientific and pedagogical staff are not sufficiently thought out and not provided with resources, they begin to turn into farce. It is proved that budget programs do not have defined goals related to the development of human capital and monitor achievement indicators. Business is not involved in scientific and educational programs. Scientific and pedagogical staff are forced to incur additional expenses related to scientific activity in the amount that is not justified on the basis of their real profits. At the same time, all risks have not been taken into account and systematic measures have not been taken to solve the existing urgent tasks in principle.
