PUBLIC ADMINISTRATION REFORM INITIATIVES IN BOSNIA AND HERZEGOVINA

Abstract

Bosnia and Herzegovina gained its independence from Socialist Federal Republic of Yugoslavia in 1992. The effects of the war made its presence felt in all areas between 1992-1995 and after the war, political and administrative restructuring process has been quite painful. The aim of this study is to examine reform initiatives in Bosnia and Herzegovina’s public administration system shaped by the Dayton Peace Agreement. In this context, firstly, general characteristics of the public administration system in Bosnia and Herzegovina will be focused, and then, reform efforts that have been since 2006 will be discussed. The European Union is an important driving force of the reform process in Bosnia and Herzegovina. Therefore, in this study, how the Union’s progress reports give place to desired reforms will be mentioned. In this context, progress reports published between 2006-2015 will be examined. The study will be completed with the conclusion part in that an overall evaluation is made.
