PUBLIC DIPLOMACY AS FOREIGN PR: CONCEPTUAL DIMENSION

Abstract
The article reviews the essence of public relations as a communication tool was reviewed, analyses the factors affecting the ambiguous understanding and perception of the nature, content, tasks and functions of PR, represents the author’s vision of PR-practices’ essence. It proves that public diplomacy is essentially a foreign policy PR-activity, while it’s avoided to use the term ‘public relations’ in official discourse.
