Realization of the gender equality principle in elective bodies of local self-government: theoretical and legal characteristics

Abstract
The article deals with the theoretical and legal characteristics of the implementation of the principle of gender equality in elective bodies of local self-government. The composition of representative bodies of local self-government has been analysed since the independence of the Ukrainian state. It is determined that the general statistics of the Central Election Commission on the representation of women and men in elective bodies of local self-government only create the impression of their proportionality. It is important that the Central Election Commission would provide not generalized statistical information on the gender component of the election results, but separate blocks of information, taking into account the levels of power in the system of local self-government bodies. It is stressed that the gender balance in the local self-government bodies of Ukraine is provided only at the grassroots level. This provision is proposed in the following formula: “the lower the level of the local council is, the greater the percentage of women is there”, or “the higher the level of the local council is, the less women are represented there”. The reasons of low representation of women at higher levels of power in the system of local self-government bodies and ways of their overcoming are revealed.
