REGULATORY SUPPORT THE REFORM OF LOCAL SELF-GOVERNMENTS AND ASSOCIATIONS LOCAL COMMUNITIES IN UKRAINE

Abstract
The article deals with regulatory support the reform of local self-governments and associations local communities in Ukraine by analyzing the regulatory acts in this area, highlighting the shortcomings of such support and develop effective ways to eliminate them. At the beginning of the article indicate the reasons for resistance and complications formation process quality, ef-fective and efficient self-governing authority in Ukraine and in particular to unite local communities. Further, in the research are talking about the need for precision and clarity in regulatory support of reform local self-governments and associations of local communities, through the adoption of new regulations and changes to existing ones. The ar-ticle focuses on the Constitution of Ukraine as a legal base total laws of the state and the political powerful means of social control; considering a draft law on amendments to the Constitution of Ukraine (regarding decentralization of power) indicate the its main advantages and disadvantages, which aims to move away from the centralized model of governance in the country, providing ability of local self-government and an effective system of territorial organiza-tion of power in Ukraine. Also determine the efficiency and effectiveness of some existing legislation, to date, such as: «On cooperation of local communities», «On a voluntary association of communities», «On local elections». Sep-arately, in the article processed a number of draft regulations regulating issues of local self-government reform and building capable local communities. In particular, several criteria compared and summarized the main provisions of the two draft Law of Ukraine «On Local Self-Government», identified a number of contradictions draft law of Ukraine «On service in local self-government» concerning the right of citizens to serve in local self-government. At the end of the article noted several issues related practical and legal character, which are now emerging in the process of unification the local communities in Ukraine. On the basis of research article offered a number of ways to correct deficiencies regulatory support the reform of local self-governments and associations local communities in Ukraine.
