SYSTEM OF LIFE SUPPORT FOR ELDERLY PEOPLE IN THE CONDITIONS OF MODERN SOCIO-ECONOMIC PROCESSES

Abstract

The system of social protection of elderly people at the present stage of state creation is investigated. It was de-termined that the duty to protect citizens who are in difficult life circumstances or were subjected to social risk, in particular, such irreversible as «old age», is assigned to the state at the highest constitutional level. The main criterion for assessing the effectiveness of the state system of social protection for older people is the quality of social support, as well as the level of material support and the ability to meet priority needs. Based on offi-cial statistical indicators of assessing their own material well-being by the elderly, it is determined that the over-whelming majority of these citizens consider themselves poor. The main types of material security for the elderly are pensions and state social assistance to persons who do not have the right to a pension. The amount of state social assistance is set at 30 % of the subsistence level for persons who have lost their ability to work. As of 01.01.2017, almost half of pensioners receive a pension of up to 1500 UAH. At the same time, the insur-ance (work) experience of the majority of them exceeds 30 years. The primary cause that affects the size of a pension by age is not the length of the length of the insurance period, it primarily affects the definition of the right to a pen-sion, and the amount of premiums paid for compulsory state social insurance. The expediency of revising the size of state social assistance to persons who do not have the right to a pension and the improvement of the mechanism for calculating the size of the old age pension in terms of improving the dif-ferentiation of its size depending on the duration of participation in the system of compulsory state social insurance is justified.
