Research of the Relationship Between the Stability of Human Development and the Stability of State

Abstract
The search for the solution to the contemporary global problems leads to an increase in the importance of social and environmental factors of the civilization development. Their complex interaction with economic growth is intended to ensure sustainable development of mankind in historical perspective. As a consequence, human development has fundamental value, because a person is a basic element of the complex social and economic systems to which belong national states. The adoption of the Millennium Development Goals for Sustainable Development increases the relevance of the problems of modern risk assessment of human development and its relationship with the stability of the state. The aim of this research is to analyze connection between the human development, the sustainable development, the decent work and the sustainable human development. It is proved that it has the character of synergies and explains the genesis of structures in complex social systems, as a person, society and the state. Using modeling on the basis of the data about dynamics of indexes of human development and vulnerability of state, the connection between the indicators of achieved level of human development, spread of decent employment and stability of state was estimated. It is found that the most clear is the close feedback between the state and vulnerability of human development. It is statistically confirmed the relationship between decreasing the vulnerability of the state and the spread of decent work, and on the contrary, an increase in vulnerable employment is positively correlated with growth estimates which reflects the situation of destabilization of the state.
