RESEARCHES OF THE HERITAGE OF NIKOLAІ KHRISTIANOVICH BUNGE AND HIS INFLUENCE ON THE FORMATION OF MODERN ADMINISTRATIVE LEGAL SCIENCE AND LEGAL EDUCATION IN UKRAINE (DEDICATED TO THE 195TH ANNIVERSARY OF THE BIRTH)

Abstract
The article analyses priorities of research of “golden heritage” of leading scholar-politician, the successful administrator of legal education, public figure and politician of the XIX century, Nikolai Khristianovich Bunge in the modern Ukrainian administrative legal science. The author singles out several basic directions in the study of his life, creative way, the role in shaping the provisions of the science of police law, the development of legal education, and also emphasizes the specificity of using his scientific heritage by modern Ukrainian administrative scholars in the process of forming a new scientific foundation for rulemaking and law enforcement. The author focuses on the fact that many proposals formulated by N.Kh. Bunge in the XIX century concerning the organization and content of legal education are also relevant to the modern state of reform of legal science, are perceived by the modern legislator in the process of preparing educational legislation. Despite the fact that scientific works of the hero of the anniversary are mainly of economic nature, however, they are approvingly accepted by modern scholars, representatives of various branches of legal sciences and are used as the basis for the latest research. It allows affirming that N.Kh. Bunge promoted the development of the science of tax, transport, labour, agrarian law, etc. Moreover, his provisions on the planning and organization of public services are actively used by modern administrative scholars in the process of studying the problematic issues of public administration in certain spheres of public life (transport, communication, trade, credit, agriculture, etc.). Influence of scientific developments of the anniversary celebrant is also significant in the development of the science of police law, though the author notes the narrow approach of modern administrative scholars to the use of works of the hero of the anniversary, only with the emphasis on the “doctrine of deanery”, which is only a part of the concept of police law, proposed by the anniversary celebrant. The paper determines a priority vector for the use of the scientific heritage of N.Kh. Bunge in the process of forming a new concept of administrative law.
