RESERVES OF INCREASING OF LOCAL COMMUNITIES’ BUDGETS REVENUES IN THE DECENTRALIZATION REFORM CONDITIONS

Abstract
The article reveals reserves for increasing the own revenues of local communities’ budgets. The possibilities of increasing the local communities’ budget revenues from strengthening control over unregistered employment, encouraging legalization of entrepreneurial activity are described. The fiscal consequences of changing the approaches to the real estate taxation are determined. Reserves of local communities’ budgets revenues from the streamlining of communal property lease management are described in detail. Particular attention is paid to the disadvantages of the procedure for the distribution of investment subventions in Ukraine.
