RESPONSIBILITY IN INTERNATIONAL LAW

Abstract
The article examines the specific characteristics of substance and development of responsibility in international law. It states the grounds for the occurrence of responsibility in international law. It analyzes the influence of legal experience and doctrine on the formation of responsibility, examines the procedure of charging the subjects of international law. It also discovers the difference between charging according to the international and domestic law. It emphasizes the key issues that occur while charging the subjects of international law according to its norms.
