РИНКОВІ ЗАСНОВКИ НЕОІНСТИТУЦІОНАЛЬНОГО ПІДХОДУ В ПОЛІТИЧНІЙ НАУЦІ

Abstract
У статті аналізуються методологічні засновки неоінституціонального підходу в сучасній політичній науці, які за своїм змістом спираються на ринкові інтерпретації політики. Окремо розглянуто кожен із принципів – методологічний індивідуалізм, модель «економічної людини» та підхід до діяльності як обміну. Автор доходить висновку, що ці принципи слугують не лише методологічною основою для нового інституціоналізму, а й дозволяють обґрунтувати практичну необхідність суспільних інститутів. This article analyzes the methodological premise of neo-institutional approach in modern political science, which based on the market interpretation of policy. It is alleged that the main innovation of the new institutionalism is the interpretation of institutions as «game rules» created and changed by individuals to coordinate their actions in achieving their goals. The appointment of institutions in society is to reduce uncertainty by establishing a stable (but not necessarily efficient) structure interaction between people. Author focuses attention on the fact that neo-institutional method was in the cognitive tools of modern political science because of methodological expansionism of economics to other areas of subject knowledge. This explains the specific market premises of neoinstitutionalism: 1) the methodological individualism; 2) the concept of «economic person» and 3) understanding of the activities, including political, as exchange. Author regards the methodological individualism as a basic principle of neoinstitutionalism that provides an explanation of social phenomena in the terms of individual behavior. However, the author shows that in fact neo-institutionalism appeals to social individual because people are able to modify the «rules of the game» as they want in own interests, but alternative of compliance with rules as such they don`t have. The model of «economic person» is analyzed in terms of bounded rationality of the person, complexity and incompleteness of information, which human uses in decision-making, and based on the impact of ideas, dogmas and ideological values on the person motivation. Overcoming the uncertainty, arising from the complexity and incompleteness of information, justifies the need of persistent stereotypes of human behavior, such as institutions. Finally, the dominance of the «economic person`s» private interest makes interpretation of activity as exchange. Applying the concept of exchange to the policy sets the task for last one to develop such general rules, that could provide maximum satisfaction of the interests of each individual based on their multiplicity and even conflictness in society. After all, during the economic market exchange this problem cannot be solved. The author concludes that the analyzed market premise of neo-institutional approach in political science, in fact, is not only the principles on which this methodological paradigm is based, but at the same time rational means of legitimizing institutions in modern liberal societies.
