РИСК ТЕНДЕНЦИИ УХУДШАЮЩЕГО ОТБОРА В ВЫСШЕМ ОБРАЗОВАНИИ УКРАИНЫ

Abstract
The diverse selection problem in higher education in Ukraine is discussed in this paper. Basic preconditions of diverse selection that is asymmetric information and opportunistic behaviour are considered in relation to higher education in Ukraine. It is shown that in this sphere the opportunistic behaviour finds expression in different ways, in particular, as a partial concealment of information: lack of useful and reliable data on educational programs, requirements, assessment procedures etc; a weak communication with applicants and feedback; mimicry techniques (e.g. presentation of old educational programs under new titles). The adverse selection in higher education of Ukraine leads to the replacement of more qualified lecturers who can create quality programs and provide innovative training on these programs by less qualified colleagues. The factors contributing to the deterioration of the human resource quality in higher education are discussed.
