Abstract
The article is devoted to an actual issue of reforming the system of education in Ukraine. The obvious prerequisites for the emergence of this topical problem are considered in detail. The author expresses certain doubts about the feasibility of a current strategy for implementing the education system reform. The main priorities for the next 5-10 years of the development of education are offered with a reasoned indication of the positive aspects and possible sources of financial risks. The author sees the main manifestation of economic instabilityin the complicated situation of fulfilling financial obligations to educational institutions, in a substantial reduction of the state order for specialists training in demanded professions. The issue of the equivalence of costs for the preparation of a budget student and a student studying on a contract basis is being raised. The ratio of the cost price of training to various categories of students (the budget form, the contract form, foreign students) is deduced. It is emphasized that the payment for training on a contract basis is 30-40 % lower than the cost of training a budget student. Two main ways of minimizing the financial risks of educational institutions are proposed.
