РОЛЬ ОРГАНІВ МІСЦЕВОГО САМОВРЯДУВАННЯ У РОЗВИТКУ ІНФРАСТРУКТУРИ ПОВІТОВИХ МІСТ ВОЛИНІ НА ПОЧАТКУ ХХ СТ.

Abstract
У статті на основі першоджерел проаналізовано роль органів місцевого самоврядування у розвитку інфраструктури ряду повітових центрів Волині на початку ХХ ст. Досліджено основні напрями їхньої діяльності у напрямку покращення благоустрою міст. З’ясовано роль міських дум в електрифікації регіону та визначено її значення для покращення інфраструктури міст. Визначено витрати бюджетів ряду міст Волинської губернії, які спрямовувалися на благоустрій міст та досліджено на, які потреби спрямовувалися ці кошти. The proposed articles based on primary sources explored the role of municipal government in infrastructure development of a number of district centers of Volyn province in the early twentieth century. Investigated the priority areas of their work in this direction. The features of important decisions in this area of activity. The role of urban doom district centers of the region to electrifying cities. It is found positive development of infrastructure studied the district center after the construction of these power plants. Studied that in the early twentieth century сity government authorities have made significant efforts to improve the city's infrastructure. An important role was assigned to improve the sanitary condition of places of trade that oblashtovuvalysya by the city budget. Increased expenditures directed the city treasury for the maintenance of embankments, urban parks and gardens. To a large extent it depended also on the revenue growth of the city. On the basis of unbiased research documents proved that the issue of improving the landscaping provincial towns dependent on the capabilities of municipal government, namely earnings city. It funds directed to these needs from the municipal budget and the administrative authorities, these needs are not funded. Therefore, various district centers of Volyn province spent far differing amounts on the needs of cities. This was due primarily to different levels of economic development of the county-level cities, the population and a number of other circumstances. Therefore, as shown by an impartial analysis of documents in some cities better developed infrastructure, and in others much more slowly. After the city government authorities in the works aimed at improving the beautification of cities were forced to act within the cost estimates the city budget. Therefore, a number of issues to address which targeted representatives of administrative bodies are not always resolved quickly, and perform the required work was transferred to the following years.
