Role of the Ukrainian Economic Council and its subdivisions in the system of higher state government bodies of the USSR in the early 1920’s

Abstract
The article deals with the process of formation and activity of specific agency of the highest government of the USSR of times of the new economic policy of the 1920’s – Ukrainian Economic Council. Special attention is paid to functioning of its affiliated divisions – Provincial economic meetings and their role in restoration of economic capacity of the country, implementation the beginnings of the capitalist relations. Author submits the Ukrainian Economic Council had an important value in development processes in the Soviet Ukraine in the early 1920’s. Its role was in configuration connections between different agents inside the country, especially in the frames of whole Soviet state. It was needed to maintain a visibility of independence of different sovereign parts of the future Soviet Union and, the most important, to provide a fast speed of decision-making by government, passing bureaucratic procedures. The agents of the Ukrainian economic council played a significant role in restoration of economic activity on local level, also. This work was written on considerable archive sources.
