Russian Interim Government And Ukrainian Central Council: Conflicts And Compromises

Abstract

The foreign-policy activities of Ukrainian Central Council (Central Rada) aimed at the protection of the national interests of Ukrainian people are highlighted in the paper. The relationships of Ukrainian Central Council and Russian Interim Governmentare analyzed. The positions of Ukrainian socialists-revolutionaries and social democrats headed by M. Hrushevskyi, holding a course for the formation of the national statehood at first in the form of the national and territorial autonomy of Ukraine as a part of Russia which was expected to be transformed into the contractual federation were observed. It is founded that the Interim Government considered the Central Council not more than a social organization and vehemently opposed the immediate autonomy introduction. It is noted that within the first months of the state activity, the Central Council undertook a diplomatic struggle with the Interim Government on the issue of the national interests and conducted the foreign-policy moves, notably in the absence of the corresponding authority – the General Secretariat of the Foreign Affairs.
