Scientific and Methodical Approaches Transformation of the Mechanisms of Management Projects and Programs in the Field of Flood Protection of Territories

Abstract
The mechanisms of target-oriented management in Ukraine have low efficiency. This problem is relevant both for state programs and for sectoral and regional programs. As a result of the research, based on the system approach, it has been proved that the mechanisms of transformation of the system of target-oriented management should have an exogenous essence and takes into account the interests of all internal and external stakeholders. Due to the fact that the flood protection industry has a complex structure of interconnections and interests of stakeholders of different groups of society, the mechanism of target-oriented management should be based on balancing the interaction of the three subsystems, which differentiate according to the types of activities (projects): social, individual, insurance and individual.
