SCIENTIFIC AND TECHNICAL FACTORS OF ECONOMIC SECURITY OF THE RURAL TERRITORIES OF UKRAINE IN THE CONDITIONS OF EUROPEAN INTEGRATION

Abstract
Introduction. Strengthening the economic security of rural areas in the context of Ukraine's joining to the free trade area with the EU depends on the ability of agricultural enterprises to increase the amount of production and improve the quality of product on the basis of scientific and technical developments. Methods. An indicative method for assessing the level of economic security of agriculture in Ukraine; the method of the coefficient of sensitivity of the integral index of economic security to the change of indicators; cluster analysis to the grouping of Ukrainian regions by indicators of agricultural development and its innovative component are used in the article. Results. Significant influence on the dynamics of the integral indicator of Ukraine's economic security of agriculture in 2011-2016 has been shown to deteriorate such indicators as the introduction of new varieties of plants and animal breeds, the number of patents received on plant varieties. The dynamics of the integral indicator of agricultural economic security is influenced by a decrease in the rate of growth of labor productivity in relation to the growth rate of wages in agriculture, a decrease of the level in the introduction of new varieties of plants and animal breeds, and a decrease in the number of received security documents for plant varieties. The results of cluster analysis confirmed the significant differentiation of regions of Ukraine in terms of agricultural development and scientific and technical activity. In accordance with the strategic priorities of the model of interregional cooperation of Ukraine with the EU countries for six groups of regions, formed by the results of cluster analysis, directions for strengthening the economic security of rural areas based on the strengthening of the innovative factor are proposed. Discussion. Perspectives of using the obtained results are related to the substantiation of the best projects of interregional cooperation in the agrarian sector with participation of Ukrainian and European partners taking into account the criteria of economic security.
