SECONDARY COMMUNICATION AND ITS ROLE IN THE WORK OF CIVIL SERVANTS

Abstract
The paper studies the process of communication which is the main agent of transformation of human beings from the biological to the socio adapted personality. It is through communication man acquires social experience and ethical standards of behavior. During interpersonal and intergroup communication, and is transmitted from person to person the set of social and socio-psychological qualities which distinguish man from the animal, even highly. The article also noted that communication as interper-sonal moral and psychological cooperation from civil servants play a decisive role in the formation of professional ethics, because it is a product of moral relations, which are already formed moral conscience, the moral experience of communication and ethics. The subject – the subjective nature of moral communication contributes to the formation of community-based value-orientation unity governing collective interaction. The professional activity of civil servants and communication functions as a species and as a means of activity, and as an internal communication that ensures the functioning of conscience as a mechanism of self-control behavior.
