Self-development of regions in conditions of decentralization

Abstract
The article highlights the role of modern technologies against the background of the for- mation of regions as self-sufficient units of state power. Based on the analysis of the scien- tific material, the need to create a high-tech environment for the regions was emphasized. The main motivating factors for major changes in the public management of the regions are rapidly changing demands of society and technologies used by this society. Therefore, it was pointed out that the main postulate on which the community should be equal is the transformation of the requirements of society, the informational saturation of the region. The essence of the nature of the intelligent city is singled out and considered. The main directions of the region's development, such as "smart education", telemedicine, technologies of "smart houses" road infrastructure, "intelligent education", IoT-internet things. The matrix of possibilities estimation of of project «Smart City» implementation is proosed. The perspective ways of integration of Smart City mechanisms as part of the public management of the regions of the country are analyzed. It is stipulated that the further development of the region without the introduction of elements and the whole Smart City system is impossible, which should become the main postulate for further development of all regions of the state.
