ШЛЯХИ УДОСКОНАЛЕННЯ КРЕДИТУВАННЯ АГРАРНИХ ПІДПРИЄМСТВ

In the conditions of economic instability, crisis of payments, strengthening of inflationary processes, the circle of problems in crediting to native agricultural enterprises has grown significantly. Agriculture, unlike many other industries, has a number of features, because the objects of labor here are plants and animals, which greatly increases the level of risk. Therefore, banks that provide loans to the agricultural sector have significant investment and credit risks. General trends in the market of bank crediting indicate that there is a gradual decrease in interest rates on loans, so it is to be expected that from the side of agrarians, the services of banks on crediting will be even more in demand. Through the property of the agroindustrial complex of a number of specific features, it is only with the assistance of the state that the situation with crediting to the complex can be improved. However, there are a number of problems, only in case of solution of which it is possible at the level of the state to promote bank crediting of the agro-industrial complex. And, first of all, this concerns measures to improve, systematize and simplify the mechanism of concessional crediting to agribusiness enterprises, and secondly, to use intangible methods to support agro-industrial enterprises. Particular attention is paid in the article to the selection of potential subjects who can use the program. Assessment of the possibility of granting a soft loan should be carried out individually for each individual enterprise. For the same purpose, some scholars suggest differentiating the interest rate, it is compensated, and the amount of general fund resources for granting interest rate compensation should be divided into funds for "A" category borrowers and funds for category "B" borrowers. Thus, to ensure effective crediting to agricultural enterprises, it is necessary to get rid of the factors that hinder this process by overcoming uncertainty and minimizing risks, improving existing and developing new agricultural credit products for the agrarian sector. The state, today can not independently finance the agro-industrial complex in the amount required, should actively promote the development of bank lending. This is primarily due to the fact that agricultural enterprises provide food security for the country, and the second - form almost a third of the country's GDP, and, consequently, is the locomotive of the economy.
