SOCIAL EFFECTS OF ECONOMIC CRISIS IN UKRAINE

Abstract

Problems and negative trends of satisfaction of common public and socially necessary needs of the Ukrainian population during the economic crisis, that affects the reproduction of the organizational and economic basis of human development in the context of the implementation of social equity guarantees, are overviewed. Content, mechanisms, level of satisfaction of public and private needs, reflecting the existing approaches to reproduction and improvement of technological mode of the economy, as well as multilevel factors of the country development as macrosocial system, directly determine: evaluation of the social equity level by the population and civil society institutions; parameters of national security and social solidarity; possibilities and prospects of involvement of socio-humanitarian potential (its human, social sector institutions’ components) for overcoming crisis manifestations of social and economic instability, systemic mobilization of sustainable development factors. Decrease of financing of regulatory and legal obligations of human development during the crisis period complicates the problems of their implementation, that inherent to Ukraine as a state with transitional economy, where paternalistic approach to the definition of social guarantees combines with prolonged practice of inefficient reforming of organizational and economic mechanism of their implementation, in particular by a principle of solidarity in satisfying a specific list of socially necessary needs under mandatory insurance programs and targeted budgetary projects. It is proved, that in the economic instability period priorities and tasks for provision equitable public access to resources, that satisfy its public and private needs, are determined primarily by systemic and urgent, general economic and sectoral, common to the country and regional problems of human development, caused by the necessity of improving medical and demographic characteristics of the population, increasing the competitiveness of economically active citizens and regional economies, diversifying their specialization and export structure by high-tech, knowledge-intensive, service industries.
