Social Municipality For Disadvantaged Groups In Fighting Covid-19 In Cities: Tr 32 Region Review

Abstract

Children, young, women, disabled, elderly, poor, homeless, unemployed, ethnic identity, gender, immigration, etc., who don’t have equal conditions and opportunities in social life, are known as disadvantaged groups. Social municipality services, which are expressed as services for social problems of those who are excluded from society due to reasons, have started to be carried out sensitively by municipalities, which are closest units to public, especially adoption of law 5393. Social municipality refers to the understanding of municipality that includes meeting the daily and compulsory needs of all disadvantaged segments who try to survive in difficult conditions in cities. Covid-19 in world social municipality activities especially for they have gained more importance. Social municipality activities, ıt’s limited to social services and aids for “disadvantaged groups”. Social municipality activities of metropolitan municipalities were evaluated within framework of social municipality units of municipalities. Examining social municipality activities in terms of they constitutes subject of study. This study’s aim is to evaluate the social municipality activities of the metropolitan municipalities of the TR 32 region (Aydın, Muğla and Denizli), which gained the metropolitan status after 2012, to the disadvantaged in the fight against Covid-19, with the document analysis method within the framework of the recent strategic plan and activity reports. Within scope of social municipality, they take care of needs of they and strive to maximize service satisfaction.
