«SOFT POWER» AS A TOOL OF FOREIGN POLICY OF THE STATE

Abstract

Nowadays the concept of power is central to the international relations and understanding of this term has become a major part of the academic discourse. The meaning of the term «power» traditionally connects with «hard power» which means military or economic power used by the state to influence or control other states or political groups. In modern conditions occurred some factors that prompt different countries to search for new instruments and mechanisms for realizing their foreign policy interests. Special attention is focused on such factors as the process of globalization and the development of new information technologies which play an important role in shaping and im-plementation of «soft power» concept. The main idea of this article is to generalize the theoretical approaches to the definition of the «soft power» as well as to analyze the main tools of this concept. Although the ideas of Joseph Nye – representative of neo-liberal school who coined the term «soft power» are shown. According to Nye «soft power» is the ability to attract, so as to make others to do what one wants. In addition, the components of «soft power» are ex-amined, as well as its main tools including public and cultural diplomacy; virtual diplomacy; educational programs and exchange programs; information policy of the state, etc.
