SPECIFICITY OF AIRCRAFT MANUFACTURER OPERATION AND EVALUATION OF MANAGEMENT EFFECTIVENESS

Abstract

The topic of the work is devoted to the definition of features of aviation industry economy in Ukraine and the growing role of effective management in terms of the management of the industry, which forms the request for valuation technologies in order to determine the effectiveness of management. The conclusion is made that not only final products (aircrafts) compete in the global and national markets of aviation, but also effective corporations with the help of their resources and competencies. The topic is relevant because aircraft building is an innovative and integrated subsystem of machine building, which has synergistic effects on other industries and manufactures. Using descriptive, analytical, structural-logical methods of research, the author systematizes the peculiarities of aircraft building as an industry and determines the trends of its development in modern conditions, which makes scientific interest: a high degree of state regulation and administration; a highly integrated nature of manufacture, which requires a partnership model of manufacture organization for costs minimization; knowledge-intensive component of aircraft products; the proficiency of the personnel become the leading capital in the process of complex manufacture; synergistic effect of aircraft building in the field of machine-building. It deserves to be such that receives further development of scientific novelty about the need to change the economic model of the functioning of aircraft building enterprises from the industrial model to the market model of partnership on the basis of outsourcing. According to the first model, the leading position was held by the manufacturer of parts and assemblies with metallurgical, large-punching, galvanic manufacture, and as a centre of the final assembly of aircrafts. The modern model of the organization of aircraft manufacturer is based on the unification of the main units and aggregates, the production of which is transmitted to outsourcing and is strictly controlled by regulations, and the final integrator provides not only the final assembly, but also marketing, sales, and after-sales service, which makes this enterprise a full-fledged market player. Practical experience shows that increasing manufacture effectiveness of domestic aircraft building companies creates demand for sustained methods of effective management and its evaluation methods, both in general and by components. The most actuate this problem is for state enterprises and corporations and enterprises with a share of state property, where during almost all years of country independence, chronic losses are recorded, which is a direct indicator of ineffective management, which needs to be established with the help of quantitative and qualitative indicators. The author’s choice of subject of research is not only complex. Proceeding from insufficient theoretical elaboration, discussion positions that are characteristic of almost every topic, but also sufficient information closure of the economy of enterprises due to their important defensive significance as manufactures of military equipment. However, it should be noted that the work contains the original results in terms of further development of the use of the methodology of the system approach to assessing the effectiveness of management of the aircraft enterprise. The significance of the research carried out is that the author substantiates the applied application of the basic methodology of the system approach to the evaluation of the effectiveness of the management of the aircraft building enterprise using the economic and mathematical tools. In the article, this position of scientific novelty is reflected in the proposed algorithm for building a system for evaluating the effectiveness of management. It is established that the mathematical form of the implementation of such an economic model is the task of multicriteria optimization. Using the system approach to the problem of management effectiveness evaluation, which is the basis of the model proposed in work, gives the following advantages: to find the optimal parameters, for which there will no longer be any doubt about their objectivity (by solving the problem of optimization by strict mathematical methods); when analysing various variants of managerial decisions will allow to receive objectively optimal results operatively in the event that some economic parameters of the model can change their values (a possible computer realization of the decision of the optimization problem).
