SPECIFICS OF THE IMPLEMENTATION OF THE COUNTER-PROPAGANDA POLITICAL TECHNOLOGIES

Abstract
The article is devoted to the problem of counter-propaganda capabilities and tools. The author defines counter-propaganda as a system of measures, which is a set of tools, techniques and methods aimed at neutralizing and exposing the propaganda of political opponents to warn from possible negative consequences of the propaganda activity of politician, political organization or hostile power. The purpose of this article is to determine features of the use of counter-propaganda political technologies. The methodologi-cal basis of the research is the technological approach. Thanks to this approach, the author was able to identify and analyze the main technologies of political counter-propaganda. The author subdivides counter-propaganda technologies into preventive, coun-teractive and offensive ones. The technologies of pre-emption work on advance of reaction of the opponent, explaining a situation before it became object for use in negative messages of opponents. Among these technologies, the most effective is technology expo-sure, which is directed at points of vulnerability of enemy propaganda. The implementation of this technology involves the organiza-tion of the relevant schools and training in critical thinking, aimed at the development of skills to identify cognitive distortions and their causes, as well as the study of topics that may be used by the enemy. The counteractive technologies of counter-propaganda aim at reducing or neutralizing the propaganda of opponents. The counteractive technologies can enable a direct refutation of enemy propaganda, indirect refutation, diversion, silence, restrictive measures, imitative deception, prevention and minimisation. The tech-nologies of offensive counter-propaganda act to carry out preemptive discrediting of subjects, sources, means and contents of propa-ganda messages of political opponents. The technologies of offensive counter-propaganda include, first, the initiation of messages, which reduce the credibility of subjects, sources and means of dissemination of hostile propaganda. Secondly, ridicule her values and ideological positions. Thirdly, taking to the point of absurdity through the exaggeration of the picture of the world designed by propaganda.
