সরকারি পদ ও রাষ্ট্রীয় সম্পদের দায়িত্বপূর্ণ ব্যবহার: কুরআন ও সুন্নাহর আলোকে একটি পর্যালোচনা|Responsible Use of Public Post and Property: An Analysis from Quran and Sunnatic Standpoints

Abstract
For any country to accordingly develop, responsible use of its public post and property plays a pivotally key role. Public officers and servants are assigned to govern the country through that post and property. Hence they must have the attributes of transparency and sense of responsibility. The Last and Final Messenger Muhammad has taught how to use the public post and property accordingly. This paper in engaging analytical method, aims to present prophetic teachings with regard to public post and property, and as such, the article along with defining public post, tries to discuss how the public post and property had been distributed and discharged during the Prophetic Regime. The study proves that each public servant of Prophetic Administration was deeply enriched with Allah-fear sense, and with such understanding public posts had been given to them (companions) who had no desire for it. The study further reveals that Islam makes officers think these posts never to be of their own property and as such it cannot be used for personal purpose. It also teaches them to always prioritize the public welfare and wealth over themselves. By exploring the prophetic conditions and teachings concerned with public post and property, this study attempts to recommend that in authorizing any individual with such post, divinely based some core valued characteristics, criteria and fundamental principles have to be strictly maintained, and only then national advancement would be truly achieved. সরকারি পদ ও রাষ্ট্রীয় সম্পদের যথাযথ ব্যবহার একটি রাষ্ট্রের উন্নয়নের অন্যতম প্রধান উপাদান। সরকারি কর্মকর্তা ও কর্মচারীদের ওপর রাষ্ট্র পরিচালনার ভার থাকে বিধায় তাদের মধ্যে স্বচ্ছতা, দায়িত্ববোধ ও জবাবদিহিতা অত্যন্ত প্রয়োজনীয়। মহানবী স. সরকারি পদ ও রাষ্ট্রীয় সম্পদের সুষ্ঠু ব্যবহার শিক্ষা দিয়েছেন। এ ব্যাপারে তাঁর নির্দেশিত শিক্ষা বর্ণনার উদ্দেশ্যে এ প্রবন্ধে সরকারি পদ বা মানসিব এর পরিচয়, এ সম্পর্কে ইসলামের দর্শন, তাঁর যুগে সরকারি পদ ও রাষ্ট্রীয় সম্পদ, সরকারি পদ ও সম্পদের দায়িত্ব অর্পণ করার শর্তাবলি, পদের অধিকারী ও সম্পদের দায়িত্বশীলদের বৈশিষ্ট্য, সরকারি পদ ও রাষ্ট্রীয় সম্পদের সঠিক ব্যবহারের মৌলিক নীতি ইত্যাদি বিষয় আলোচনা করা হয়েছে। বর্ণনা ও পর্যালোচনা পদ্ধতিতে রচিত এ প্রবন্ধ থেকে প্রমাণিত হয়েছে, রাসূলুল্লাহ স.-এর শিক্ষার আলোকে প্রত্যেক সরকারি কর্মকর্তা ও কর্মচারীকে আল্লাহর আদালতে জবাবদিহিতা করতে হবে। এ অনুভূতি জাগ্রত করেই তিনি ঐসব সাহাবীর মধ্যে সরকারি পদ বণ্টন করেন, যাদের উক্ত পদ গ্রহণের প্রতি কোন আকাক্সক্ষা ছিলো না। ইসলামের আলোকে কাউকে সরকারি পদে নিয়োগদানের ক্ষেত্রে তার মধ্যে অবশ্যই নির্ধারিত গুণাবলি থাকতে হবে এবং তাদেরকে অবশ্যই নির্দিষ্ট নীতিমালার আলোকে পরিচালিত হতে হবে। ইসলাম এ শিক্ষাও দিয়েছে যে, সরকারি কর্মকর্তা ও কর্মচারীদের সবসময় রাষ্ট্রের স্বার্থকে প্রাধান্য দিয়ে কাজ করতে হবে এবং রাষ্ট্রীয় সম্পদকে নিজ মালিকানাধীন সম্পদের ন্যায় মনে করা ও নিজ প্রয়োজনে ব্যবহারের কোন সুযোগ নেই।
