STATE AND DEVELOPMENT TRENDS OF CIVIL AVIATION IN UKRAINE

Abstract
The article deals with the key results of the complex monitoring of the development of air transport in Ukraine during 1990–2017 making it possible to discover the state and the development trends of the civil aviation. Having analyzed the aviation industry performance indicators, it is possible to conclude that after the recession in 1990–2000, air transport of Ukraine is ramping up and satisfies the demand for air services of the population and business entities. There have been discovered the factors that contribute to and hamper the development of air transportation. First of all this is an increased demand for air transportation thanks to the raising of living standards of the population, increased number of international transportations, and increased number of countries that signed relevant agreements with Ukraine. The outdated aircraft fleet and the low level of service of Ukrainian airlines hamper the development of air transportation. The article assessed the activity progress in a number of airlines, airports, and navigational services companies. The safety and the regularity of flights of passenger and cargo aircrafts have been paid a special attention. A brief analysis made it possible to conclude about the future development of air transportation in Ukraine. Accelerating scientific-and-technological advance, globalization of aviation transportation markets, expansion of international relations, and the introduction of the digital economy require continuous monitoring of the development of enterprises, sectors of the economy, including air transport, in order to increase their competitiveness and sustainable development. Along with this, it is necessary to take into account global and national trends, to use favourable growth factors, and to counteract the phenomena that hinder the further development of civil aviation. In order to determine the ways of development of air transport and use these data for forecasting and planning of activities, it is necessary to evaluate the state of air transportation and development trends. Based on a brief analysis, it can be argued that Ukraine’s civil aviation generally fulfils its functions and satisfies the country’s demand for air transportation and passenger services, mail, cargo, and the use of aviation in economic activity. Continuous work is required to harmonize Ukraine’s aviation legislation with the requirements of ICAO and EU legislation. It is also necessary to sign the Open Skies Agreement between Ukraine and the EU, which will provide further development of airline ties with Europe and increase the quality and safety of flights. The development of air transportation requires the renewal of the PA fleet, the strengthening and expansion of airport infrastructure on a new technical basis, which will enable the implementation of long-term projects and plans of the aviation complex.
