State and maritime work: National Work Department and its action in the Port of Buenos Aires, 1907-1921

Abstract

In the context of height and increasing visibility of the working class struggle in the frst decades of XX century, the incipient intervention of the Argentine National State was expressed in different initiatives, like the creation of the National Work Department (DNT) in 1907. This institution, conceived as a means of fnding mechanisms for channelling the working conflict, paid special attention to the working conditions and the conflicts of the port of Buenos Aires, a vital zone for the agro-export economy. This article tackles the specifc ways of action of this state agency in the port feld in relation to the maritime work, through the production of knowledge and information about labour and life conditions of the maritime workers, of the relation established with the marine union, the Maritime Work Federation, and the attempts of mediation and managements of the DNT in the diverse conflicts that took place between 1907 and 1921.
