State Regulation on Educational Activities in the EU Countries Examplified by Accreditation of Study Programmes of Higher Education Institutions in Germany

Abstract

The article deals with the peculiarities of reforming the education management in the countries of the European Union, which is connected with the internationalization of educational services, autonomy of higher education institutions, creation of a single pan-European educational and research space. The basis of the European Union higher education management system is to ensure the quality of teaching and learning based on the "Standards and Guidelines for Quality Assurance in the European Higher Education Area", which have accumulated European experience in constructing a quality assurance system. Quality control of educational activities carried out is accompanied by considering national traditions of education on the basis of accreditation procedures in each country. The authors analyze the experience of state regulation of the educational activities in higher education institutions in Germany, e.g. the accreditation of educational activities, describe the mechanism, main stages and procedures for accreditation of both educational programmes and system accreditation.
