STATE SUPPORT OF UKRAINE AGRICULTURE DURING THE SYSTEM REFORMS

Abstract
Introduction. The article deals with the basic aspects of state support of agriculture in terms of the tax incentives system reforming, Ukraine's cooperation with the IMF and European integration. The results of the analysis of conditions and events that led to change directions and volumes of state support in the budget for 2016 are presented. The possible ways of state support on the basis of common models of foreign experience are analyzed. Methods. The study is based on current information and methodological base that contains methods whose use is to let a number of events in the development of the agricultural sector, to unify the procedure for determining the nominal amount and effectiveness of public support for the direct and indirect methods taking into account the impact of various factors on the volume of support. Results. Some international experience mechanisms of state support for the agricultural sector and the possibility of its use in Ukraine were grounded. The key point of formation of motivational mechanism effective state support of small business forms were formulated. The research is expected defining issues of state support the industry and identify its development strategy in general agriculture in 2020, the definition of the place and role of the agricultural sector in the national economy were presented. The results are similar to domestic research and advocate the idea of the need for government support of the competitive environment, not only the individual forms of farming but ensuring food security means guaranteeing regulatory policies to support the industry. Discussion. Further areas of research in this subject can be determining methods the of the system effectiveness for different comparative assessments.
